Goals

The 2011 Statewide Goal = 28,203,213 lbs.

The 2011 Television Manufacturers Share = 37.5% (10,576,205 lbs.)

The 2011 Computer/Monitor/ Printer Manufacturer Share = 62.5% (17,627,008 lbs.)

Sections 15 through 19 of Public Act 95-0959 set forth the formulas the Illinois EPA is to use in developing the annual statewide recycling goal and goals for individual manufacturers. The results of quarterly sampling at collectors, the total weight of CEDs collected at collectors between January 1, 2010 and June 30, 2010, the total weights of televisions sold, and the total weight of CEDs processed for reuse or recycled as reported by manufacturers between January 1, 2010 and June 30, 2010 are to be used in calculating the goals.

For calendar year 2011 the Illinois EPA is to determine the 2010 "base weight" from the higher of total weights as reported by collectors or by manufacturers in developing the statewide goal. Furthermore, the statewide goal is to be split between television manufacturers and computer/monitor/printer manufacturers by means of the following guidelines.

  • Share of statewide goal assigned to television manufacturers is the percentage of the total weight of CEDs recycled or processed for reuse that is attributable to televisions in the reports.
  • Share of the statewide goal assigned to computer/monitor/printer manufacturers is the percentage of CEDs recycled or processed for reuse that is attributable to computers/monitors/printers in the reports.

2011 Recycling Goals

The overall statewide goal for 2011 is to be calculated in two steps.

1.  All manufacturers and collectors were to report the total amount of ewaste collected between January 1, 2010 and June 30, 2010. The Illinois EPA is to double the reported collected weights (to account for just six months of reporting) and use the higher of the two numbers.

2.  The higher of the two reported weights is to be multiplied by the following percentages to determine the overall statewide goal for 2011.

  • 90% if the weight is less than 90% of the 2010 goal
  • 95% if the weight is at least 90% of the 2010 goal, but less than 95%
  • 100% if the weight is at least 95% of the 2010 goal, but less than 105%
  • 105% if the weight is at least 105% of the 2010, but less than 110%
  • 110% if the weight is 110% or greater of the 2010 goal

To calculate the base weight for 2010, the Illinois EPA is using the total weight collected as reported by collectors. See Section 15(b).

Overall Statewide Goal for 2011

If the 2010 base weight is less than 90% of the 2010 statewide goal, the 2011 statewide goal is to be reduced by 10. Therefore, the 2011 statewide goal is 28,203,213 lbs. See Section 15(b).

Shares of Statewide Goal

For the first six months of 2010 collectors reported collecting 4,674,583 lbs. of televisions or 37.5% of all CEDs collected.  For calendar year 2011 television manufactures are responsible for recycling or reusing 10,576,205 lbs. of CEDs and EEDs.

The goal assigned to individual television manufacturers is based on market share data between January 1, 2010 and June 30, 2010 as reported by television manufacturers.

For 2010 collectors reported collecting 7,785,587 lbs. of computers/monitors/printers or 62.5% of all CEDs collected.  For calendar year 2011 computer/monitor/printer manufacturers are responsible for recycling or reusing 17,627,008 lbs. of CEDs and EEDs.

Return Share Data for Computer/Monitor/Printer Manufacturers

The goal assigned to each computer/monitor/printer manufacturer is based on the Illinois return share data between January 1, 2010 and June 30, 2010 as reported by manufacturers to the Illinois EPA via quarterly samplings. Manufacturers with past products counted in the return share are assigned a goal whether or not they are currently offering their products for sale in Illinois.

108 manufacturers were identified in the samplings. In addition, 11.2% of the items sampled were classified as unknown or orphan products. Those products have been apportioned to the return share of the 108 manufacturers in operation.
