Section 604b Biannual Report

Section 205(j) (1) of the Clean Water Act directs States to conduct Water Quality Management planning and Section 604(b) establishes the funding authority. Actual funds are derived from State Revolving Fund appropriations under Title VI of the Clean Water Act, using a legislatively mandated formula. Under Section 604b of the Clean Water Act, USEPA provides grants to States to assist in carrying out WQM planning. Grant funds may be used to determine the nature and extent of point and non-point source water pollution and to develop water quality management plans.
