PFAS Wastewater Citizen Protection Act

About

This page was created for the PFAS Wastewater Citizen Protection Act (PA 104-0838, HB2955 Enrolled) Committee. The Act was established on August 21, 2026 and will be repealed on December 31, 2044.

Act Summary

Illinois’ PFAS Wastewater Citizen Protection Act acknowledges that PFAS, often called “forever chemicals,” can pose health risks to people and the environment. Also, PFAS are difficult and expensive to remove from the environment once released. The law recognizes that PFAS enter wastewater systems from many sources, including industrial activities, landfill waste, consumer products. But, wastewater treatment plants were not designed to remove PFAS.

To help the state respond to this challenge, the Act creates a committee that will study PFAS issues, track new science and regulations, evaluate treatment options and costs, and develop recommendations for reducing PFAS impacts in wastewater. The committee must create a statewide action plan report to state leaders within the first year. The committee will provide annual updates to the report until the act is repealed.

In short, the law is intended to help Illinois better understand and address PFAS contamination in wastewater while seeking practical, science-based solutions and minimizing costs for wastewater agencies and the people who pay for those services.

Section 25 of the Act says “The Prairie Research Institute’s Illinois Sustainable Technology Center shall provide technical assistance to the Committee.” The Illinois Sustainable Technology Center within the Prairie Research Institute is part of the Office of the Vice Chancellor for Research and Innovation at the University of Illinois Urbana-Champaign.
