Wastewater & Stormwater Loans

The Water Pollution Control Loan Program (WPCLP) provides low interest rate loans and other forms of assistance for both wastewater projects and stormwater projects.  Eligible projects include, but are not limited to wastewater infrastructure construction, upgrading or rehabilitating existing infrastructure, stormwater-related projects that benefit water quality, and a variety of other projects that protect or improve the quality of Illinois' rivers, streams and lakes.  

Applicants must have planning approval by to March 31st of each year in order to be scored for funding on the upcoming Intended Funding List (IFL) which is released on July 1st.  Once the applicant has funds reserved for the project, they have the entire fiscal year (July 1st through June 30th, but funding only reserved through December 31st) to get their loan written.  For further information and explanation on the funding cycle of the IEPA loan programs please see the Funding Cycle Explanation Document.

Funding Nomination Form (FNFs) can now be submitted online using the new Illinois EPA LGTS Portal.

Applicants are encouraged to use the online Portal to submit Funding Nominatin Forms instead of downloading and submitting PDF forms. 

Please send an email to EPA.LoanPreApps@illinois.gov to create/setup an account with illinois.gov and acccess the online Illinois EPA LGTS Portal.

An OKTA ILogin account is required to access the Illinois EPA LGTS Portal.  If you have not already created one or need assistance with your account, please go to the ILogin Help page for further guidance.

*Applicants that choose to NOT utilize the online Portal MUST still submit a PDF copy of the FNF to the assigned project manager for the project to be scored.

Having Trouble Opening These Forms?: These forms must be opened using Acrobat Reader. If you click on one of these links and get a message that starts with "Please wait...", then your computer is trying to use the web browser rather than Acrobat Reader to open the file. In that case, do this:

  1. Right-click on the link and select "Save link as..." or "Save target as..." to save the file.
  2. Start Acrobat Reader.
  3. In Acrobat Reader's menu, select "File", then "Open" to open the saved file.
