Possible online services disruption due to Internet related outage

A worldwide technology outage is causing disruption to some State of Illinois online systems.  We are aware of this issue and are diligently working on restoration.

Key dates assuming Submittal to the Board on March 1, 2006

CAIR requires states to submit SIPs to USEPA by no later than September 11, 2006. The Agency plans on submitting the CAIR rulemaking to the Board as a fast-track rulemaking under the provisions of Section 28.5 of the Act. 415 ILCS 5/28.5. The following time line provides the applicable dates based upon a submittal date (and receipt date) to the Board of March 1, 2006, and utilizing the fast-track rulemaking provisions.

3/1/06 Agency submittal to Board and receipt by Board
3/15/06 Board files rule for first notice and schedules all required hearings within 14 days of receipt of proposal
4/25/06 Board holds first hearing within 55 days of receipt of rule
5/25/06 Board holds second hearing within 30 days of the first day of the first hearing
6/8/06 Board holds third hearing (if applicable) within 14 days after the first day of the second hearing
7/9/06 Board shall issue a second notice order no later than 130 days after receipt of the proposal if  third hearing is not held.
7/29/06 Board shall issue a second notice order no later than 150 days if the third hearing is held. Within 5 days of adopting its second notice order, the Board must transmit proposal to JCAR for its review and analysis.
8/28/06 JCAR second notice period of 45 days ends. (if 3rd hearing is not held).
Or  
9/17/06 JCAR second notice period of 45 days ends. (if 3rd hearing is held).
9/18/06 Board adopts final order. (if 3rd hearing is not held).
Or  
10/3/06 Board adopts final order. (if 3rd hearing is held).
