Partners, Inter-Agency Coordination, and Links
The Governor's Office: The Illinois EPA is within the Executive Branch of State government and carries out the governor's environmental policy within the framework of State and federal laws. The governor appoints the director of the Illinois EPA.
The Illinois General Assembly: The Illinois EPA is responsible for carrying out environmental laws that the Illinois General Assembly enacts and assigns to the Agency for implementation. The General Assembly also appropriates annual funding to the Illinois EPA for the Agency's day-to-day operations and for grant programs administered by the Agency.
Illinois Office of the Attorney General: The Illinois Attorney General represents the Illinois EPA in enforcement actions before the Illinois Pollution Control Board (IPCB) and the State's courts. The Attorney General also represents the Illinois EPA in appeals of IPCB or court decisions.
Illinois Secretary of State: The Illinois EPA's Division of Vehicle Inspection and Maintenance works closely with the Secretary of State. The Secretary of State serves as the enforcement agency for the Vehicle Emission Testing Program.
Illinois Pollution Control Board: The Illinois Pollution Control Board (IPCB) adopts environmental rules and regulations, adjudicates enforcement actions, processes permit denial appeals, and hears variance petitions.
Illinois Department of Natural Resources: The Illinois Department of Natural Resources (DNR) interacts with the Agency through cooperative efforts in hazardous waste pollution prevention activities. The DNR also conducts outreach and grant programs to the public and private sectors for hazardous and solid waste management.
Office of Mines and Minerals (a part of the Illinois Department of Natural Resources): The Office of Mines and Minerals (OMM), formerly the Illinois Department of Mines and Minerals before becoming a part of the Illinois Department of Natural Resources, is consulted for environmental matters concerning mine operations and oil well production spills. Operating permits for coal and mineral mining within the State are issued by the OMM. The Illinois EPA's Mine Pollution Control Unit works with the OMM in controlling pollution from mining activities.
Illinois Department of Public Health: The Illinois Department of Public Health (IDPH) conducts health assessments at Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) sites. The Illinois EPA provides comments on IDPH assessments. The IDPH has regulatory authority over private drinking water wells while the Illinois EPA has regulatory authority over public water supplies. Also, the IDPH and local health departments regulate private sewage disposal systems serving individual residences while Illinois EPA is responsible for systems serving multiple residences or more than 15 persons.
Illinois Emergency Management Agency: Any discharge of pollutants that would be considered an immediate threat to human health or the environment is reported to the Illinois Emergency Management Agency (IEMA).
Nuclear & Radiation Safety (part of the Illinois Emergency Management Agency): Any situation dealing with radioactive materials is referred to the Illinois Department of Nuclear Safety.
Illinois Department of Agriculture: The Illinois Department of Agriculture (IDOA) is contacted for matters concerning pesticides, farm chemicals, and livestock kills. The Illinois EPA has a cooperative program with IDOA for the review and permitting of agri-chemical facilities that store, mix, or distribute agricultural chemicals.
Illinois Department of Transportation: The Illinois EPA works with the Illinois Department of Transportation (IDOT) in the coordination of transportation-related issues. For instance, the IDOT coordinates activities with the Illinois EPA when building bridges over waterways and developing new transportation routes. The Illinois EPA coordinates the development and enforcement of regulations for hazardous waste transportation with the IDOT. Also, questions involving surface-water drainage are referred to IDOT.
Central Management Agency: Illinois' primary central service agency delivering shared resources to state agencies, employees and local government. Provides resources and applicant qualification for employment to state Agencies.
Office of the State Fire Marshal: The Office of the State Fire Marshal (OSFM) is responsible for regulating the operation of Illinois' Underground Storage Tanks (UST) program. If an underground storage tank is found to be leaking, the incident is referred to the Illinois EPA for further action under the Leaking Underground Storage Tank (LUST) program.
Illinois Commerce Commission: The Illinois Commerce Commission (ICC) contacts the Illinois EPA regarding environmental matters concerning railroads, and the ICC contacts rate issues for privately owned public water and sewer systems.
Joint Committee on Administrative Rules: The Joint Committee on Administrative Rules (JCAR) is the bipartisan and bicameral legislative support arm of the Illinois General Assembly. The JCAR's main function is to assure that adequate and proper rules are promulgated by Illinois State agencies.

Illinois Division of Criminal Investigation: The Illinois Division of Criminal Investigation, a division of the Illinois State Police, conducts criminal investigations involving hazardous wastes and/or materials.
Federal Sites
United States Environmental Protection Agency: The United States Environmental Protection Agency (U.S. EPA) provides Illinois EPA with guidance, oversight, and authority to implement all federal environmental programs delegated to Illinois. Significant federal financial resources are granted to the Illinois EPA for programs delegated to the Agency.
U.S. Army Corps of Engineers: The U.S. Army Corps of Engineers is the federal agency consulted for matters dealing with flooding, dams, levees, and related subjects. The Corps of Engineers coordinates dredge and fill activities in waterways with the Illinois EPA to assure that all State and federal water pollution control requirements are met.
Occupational Safety and Health Administration: The federal Occupational Safety and Health Administration (OSHA) is responsible for matters dealing with workplace safety and health. Some federal OSHA programs have been delegated to the Illinois Department of Labor.
