Statewide Recycling Needs Assessment Advisory Council Members

Public Act 103-0383 established the Statewide Recycling Needs Assessment Advisory Council (SRNAAC).

Solid Waste Infrastructure for Recycling Grants (SWIFR) On October 1, 2023, U.S. EPA awarded Illinois EPA a $750,000 grant based on the grant application proposing to conduct a statewide recycling needs assessment. This funding will afford Illinois EPA the necessary resources to carry out the requirements of P.A. 103-0383.

GRANT DESCRIPTION: Hire a consultant to conduct a statewide waste characterization study that identifies the annualized volume of individual materials generated in Illinois and the end-of-life handling methods of those materials by geographic region. This use of funds is consistent with developing, strengthening, and/or implementing data collection efforts that demonstrate progress towards the National Recycling Goal and Food Loss and Waste Reduction Goal criteria of the federal program.

Primary Output: A report detailing the tons of municipal solid waste generated by material type in Illinois and how those materials are handled at end of life. The types of materials will align with the classification of materials included in the IL Materials Management Advisory Committee’s July 2021 Report.

On June 30, 2026, the Illinois EPA provided the DRAFT Statewide Recycling Needs Assessment to the SRNAAC from Eunomia. Members of the public may request a copy of the draft assessment by emailing the contact below.

Advisory Council requirements:

A.C. Meetings: Director calls 1st meeting where Chair elected, Chair calls at least quarterly thereafter. First official meeting with Chair election March 11, 2024.
Assist in the procurement specifications for the Consultant to be selected by July 1, 2024.
On or before December 1, 2026, A.C. is to submit a report to the General Assembly and the Governor
