Manufacturer Registration

Legislative Notice

  • Effective January 1, 2026, manufacturers are required to register all Home Audio Device and CED Peripheral Brands that are marketed and sold or offered for sale to individuals and report previous national sales data of theses brands.
  • Effective January 1, 2026, manufacturers exclusively selling peripherals, as defined under the Consumer Electronics Recycling Act (CERA), and no other CEDs are exempt from the registration requirements.

Registration Information

Manufacturers who sell CEDs in Illinois must register with the Agency and submit the registration fee to the Agency by April 1st of each year. This is to ensure that manufacturers have a role in end-of-life management for obsolete electronics in Illinois.

When filling out the form, list national sales data. Please list 2025 sales data on the program year 2027 form. Additionally, list any brands associated with the manufacturer that meet the definition of a CED.

Manufactures cannot sell or offer for sale covered electronic devices in physical retail locations or online to Illinois consumers unless the registration process is complete.
