Collectors, Recyclers, and Refurbishers

Collectors, Recyclers and Refurbishers who are operating under the program plan are required to register by January 1 of each year.

Collectors are also required to submit the Collection & Transportation Report by March 1 of the following year. This report asks the collector to report the total pounds of devices collected according to specific categories and how many pounds have been transported from the collection site.

Collectors that operate a program collection site or one-day collection event must accept all categories of CEDs, limited to 7 CEDs per individual at any one time.

Collector responsibilities are outlined in Section 1-45 of CERA and recycler responsibilities are outlined in Section 1-40 of CERA.

CERA does not prohibit collectors and recyclers from operating outside of the IL E-Waste Program. Components of electronic devices that require special handling should be properly managed in a way that complies with federal, state and local laws and regulations.

Legislative Notice

Effective Program Year 2027, if a collection shipment to a recycler falls short of 18,000 pounds, the recycler may charge the collector a prorated fee for the shortfall, up to a maximum of $600. However, for at least two one-day collection events per program year, no shortfall fee will be charged, and any additional waivers beyond those two events are at the recycler’s discretion.
