Phase I

Under the planning phase of CPRG, U.S. EPA provided funds to interested states, metropolitan areas, tribes and territories to design climate action plans that incorporate a variety of measures to reduce GHG emissions. The plan is to focus on six sectors (electricity generation, industry, transportation, buildings, agriculture/natural and working lands, and waste management). A Priority Climate Action Plan had to be submitted to U.S. EPA by March 1, 2024, with a Comprehensive Climate Action Plan due two years after the planning grant award.

Phase II

Under the implementation phase of CPRG, U.S. EPA is offering grants between $2 million and $500 million for state and local governments and other entities to implement emissions reduction measures outlined in the Priority Climate Action Plan.

Comprehensive Climate Action Plan

The State of Illinois is developing a Comprehensive Climate Action Plan (“CCAP”) and sought public input into the CCAP. The Illinois EPA developed a Stakeholders Priorities Survey, asking for individuals to provide input on the CCAP. Illinois EPA hosted seven public meetings (6 in-person and 1 virtual) to inform the public about elements of the CCAP and answer questions. The public notice included information about all of the meetings and was also made available on the Illinois EPA General Public Notices webpage.

The CCAP is an actionable roadmap for climate that reflects our unique situation in Illinois, provides additional benefits outside of climate to our people and communities where possible, and incorporates feedback from the public and various stakeholders. This plan builds on the Priority Climate Action Plan (“PCAP”) the state released in 2024, and on the state’s ongoing work to implement its Climate Pollution Reduction Grant (“CPRG”).

Stakeholder Priorities Survey for Comprehensive Climate Action Plan

The Stakeholder Priorities Survey gathered input to guide climate and clean energy programs and policies. It focused on concrete needs, challenges and priorities related to energy, pollution, infrastructure and community resilience.
