Carbon Connect Week

The Safety and Aid for the Environment in Carbon Capture and Sequestration Act, or “SAFE CCS Act” (Public Act 103-0651) is a state law that sets clear standards for how carbon dioxide (CO₂) can be captured and sequestered underground in Illinois. Its purpose is to make sure Carbon Capture and Storage (CCS) projects are done safely, protect public health, and prevent environmental harm. The SAFE CCS Act was passed as part of amendments to the Illinois Environmental Protection Act and other statutes during the 2024 legislative session. It was signed into law in August 2024 and went into effect on January 1, 2025.

Illinois EPA hosted Carbon Connect Week listening sessions to hear from stakeholders about local issues and ongoing plans to support the Agency in its permitting program development and implementation of the Illinois SAFE CCS Act.

More than 20 virtual sessions were held February 23-27, 2026, with additional sessions scheduled on March 6, 2026, due to high demand. Participants included members of the public, project developers, technology consultants, regulatory and compliance managers, environmental organizations, interest groups, and academic partners.

The sessions emphasized the need for environmental protection and transparency as Illinois implements the SAFE CCS Act. Participants stressed the importance of effective, transparent monitoring to ensure projects operate safely over time. Meaningful public participation was viewed as essential. Many attendees sought greater clarity regarding the permitting process, including Illinois EPA’s workflows and how state and federal requirements fit together. They also highlighted the need for strict air quality requirements supported by rigorous methodology. Also, the importance of robust emergency response planning that includes coordination with local responders and clear communication with nearby communities was emphasized.
